The European Commission has launched a new whistleblower tool allowing individuals to report secret cartels and other anti-competitive practices to the Commission.
Until now, the Commission relied substantially on its leniency programme which allows businesses to report cartels they were involved in for a reduced fine. The new tool gives the Commission an opportunity to increase detection and prosecution of cartels as well as other types of anti-competitive practices through inside knowledge provided by individuals.
The system has been designed in such a way as to protect anonymity and to ensure two-way communication, meaning that individuals are now allowed to provide information anonymously through an encrypted messaging system and to ask the Commission to reply to their messages. In return, the Commission may seek further details regarding alleged violations.
